The language toggle you mention for the PDF editor is for something different, to what a language toggle in the general user interface would be.
There are 2 types of language selections in r3:
- The user language. In most cases this is either pre-configured by an administrator for the user group that uses the system, or the user changes this once in their personal settings. It does not affect the language of any data, just labels for menus, fields, and so on. Besides testing, there are few reasons for a user to change this setting very often.
- The Builder language. This is what you select when you are editing PDFs or forms, etc. The Builder language is something you might need to change dozens of times while working on an app, to choose for what language to set captions.
The space in the main header of the regular user interface (what you show in your screenshot) is limited and in many instances, quite full. Adding a selector there for a setting that most users will only set once, would be quite "expensive" from a UI perspective.
