Why? Just because the interfaces should be as simple as possible, to provide the best user experience, and to have something there that noone is going to use in an app, is counter productive, counter intuitive, and confusing.
The same reason for which you wouldn't show fields that won't be used in a Form.
And yes, there may be plenty of cases in which it could be a very useful feature. However I don't see a reason to force it to be there regardless if you use it or not.
The same way, color customization, fonts, etc. I believe for many people this could be a good addition to the customization features of the platform, on a by app basis.
Please consider it as a possibility for improvement.
