Why does task application appear in read-only mode? is normal?

Yes, that is normal. You should not edit applications made by other authors directly, as your changes will be lost, when there is an update of this application.

You can expand applications safely though - the Builder documentation has a full explanation:

If you just want to test and play around, there is no risk in doing that. You can disable the readonly mode in the admin panel under Applications. Just be prepared for your changes to get lost, if/when you update the app in the future.
