you have to assign your agent accounts to a team that is enabled for the ticket application. After a refresh you should be able to use the quick action bar and are able to assign tickets.

Because you are probably signed in as an ticket admin, you can do nearby everything - but you can not assign a ticket to yourself if you are not in the team where the ticket is assigned to 🙂
